Yep that is the URL. FYI this also ran in the New York Times. This time, we merely linked to a transcoded version of the full web site; in general we would want to link to a mobile web site.

I am assuming that the code would then be a proprietary code. If all QR readers cannot read this code.
If Google is working on open source, why would they choose a proprietary code?

No Swampthing, Google used an open URL code (same model as the japanese telcos). As Nacho found out it is:

That we couldn't read it easily had only to do with the photo size and quality.

The current version of the NeoReader contains a small bug in the handling of the code content. Since the Google URL contains a '?' it is not correctly processed by the NeoReader.
Even though the NeoReader will not decipher it from the actual San Jose Mercury ad page, when I shoot the exact same 2D barcode from Kaywa's web blog, it works like a charm.
A fix is in the works, and a new version will be released shortly.

A new version of the NeoReader was released on November 26th. The updated version includes new features and improvements for issues observed just after the release of the previous version.
